As a leading city in the construction of the rule of law in Chinese west region, Chengdu has achieved great outcome in legislation. To maintain and safeguard the quality of legislation, Chengdu People’s Congress employed the elites in legal practice including Mr. Li Qijun, head of Huitao, as legislative expert counselors in the enactment of local laws and regulations. The experts’ function includes the following: to undertake the investigation of legal application; to seek new problems arising from the application of local ordinances; and to make recommendations related to the revision of local legislation. Huitao, headed by Mr. Li Qijun, is determined to take the good opportunity to put the wisdom of the lawyers into the work of local legislation and serve the construction of the rule of law.
